Consultancy on the Roseau River Management Initiative

The Global Environment Facility - funded Integrating Watershed and Coastal Areas Management (GEF-IWCAM) together with its co-executing agency, the United Nations Environment Program (UNEP) through its regional office the UNEP Regional Coordinating Unit UNEP CAR/RCU and the government of Dominica is about to undertake Phase 2 of the Roseau River Watershed Management Initiative.

Applications are invited from suitably qualified individuals to undertake a short consultancy on the Roseau River Management Initiative. Further details of the consultancy may be obtained from the Forestry, Wildlife & Parks Division at the old L. Rose Building on Windsor Park Road, Roseau.

Key Duties

The Consultant will be required to collaborate with resource users, natural resource management agencies, community development organizations, both government and non-governmental organizations, and other stakeholders to:

  1. Conduct an inventory of all types of pollution which enter the course of the Roseau River along a 5 mile stretch from the coast. In so doing, he/she will be expected to physically walk the project area to document and catalogue the nature and type of the pollutants (agricultural, chemical, solid, industrial, household or commercial).
  2. During the consultancy, undertake a series (three in all) of water testing exercises at periodic intervals along the river to determine the type of pollution (PH, Nitrates, Phosphorus, BOD, Faecal contents etc) In executing this aspect of the work, the consultant will consult with the Environmental Health Department for assistance in establishing the testing schedule, identifying the conduits for such pollution as well as to assist with carrying out the tests.
  3. Develop a GIS map of the main suspected points of pollution.
  4. Provide a brief commentary on the suspected impact of each of the identified, individual pollutant on the river ecosystem and its users.
  5. Develop and recommend short to medium-term measures that could be implemented at a community/municipal level to eradicate or mitigate on the impacts of the pollution. He/she shall consult with the relevant stakeholders.
  6. The consultant will be expected to design a research monitoring programme for the Roseau River and recommend a management or coordinating entity from among the many interested stakeholders both within the government and/or local authorities.

Qualification/Experience

The consultant should:

  • Have experience working and undertaking research in the related fields of natural resources management and sustainable development (possession of professional qualifications or 10 years and more working experience in the field would be a distinct advantage);
  • Be able to lead a team;
  • Be able to meet tight time frames and have considerable experience working in Dominica.
