Background
The Financing Agreement for Special Framework of Assistance (SFA) 2001 recognized the need to develop and enhance off-farm infrastructure to support agricultural diversification. The Ministry of Agriculture and other relevant Government Ministries are committed to investing in public infrastructure as a means to facilitate private sector investment for agricultural productivity. The activities planned under this component of the European Union Agricultural Diversification Programme were: - Construction/rehabilitation of targeted farm access roads and other off-farm infrastructure.
- Development of appropriate port facilities and prioritised post-harvest infrastructure in support of greater efficiency in the shipping and marketing of agricultural produce.

Farm Access Roads The Farm Access Roads component of the EU Agricultural Diversification Programme was funded under the Special Framework of Assistance (SFA) 2001. The main activity of this component was to undertake the rehabilitation of existing farm access roads islandwide. Rehabilitation began in 2003 and to date a total of 150 farm access roads have been rehabilitated at a cost of XCD 4.5 million. Over one thousand (1000) farmers and other operators have benefited from the rehabilitation works. Hundreds of unemployed rural youth were also provided with employment during the construction period of these roads.

Post Harvest Infrastructure
Under the Post Harvest Infrastructure component of the EU Agricultural Diversification Programme the Government undertook the feasibility study, EIA, detailed design work and the subsequent construction of two Multi-purpose Packing Houses at Roseau and Portsmouth. The two facilities were constructed at a cost of XCD3.6 million. It is envisaged that the two facilities will improve the volume and quality of agricultural exports and thus increase foreign exchange earnings thereby safeguarding the income of rural farmers and fresh agricultural produce traders.

Construction and Equipping of the National Centre of Testing ExcellenceThe National Centre of Testing Excellence was established to assist the Commonwealth of Dominica in to conforming to the International Standard ISO/IEC 17025 "General Requirements for the Competence of Testing and Calibration Laboratories." The NCTE represents a critical mechanism for advancing national trade development and facilitating Dominica's integration into the global economy through the building and strengthening of Dominica's national testing capacity. The NCTE will provide the following services: Food Microbiology Environmental Microbiology Analytical Chemistry Calibration Services Metrology Physical Testing Information Services Laboratory Technician Training
A Works Contract was signed between Robinson John & Shillingford Corporation and the Ministry of Agriculture, Fisheries and Forestry on July 14th 2008 for the Construction of the National Center of Testing Excellence at Stockfarm, Dominica. Works are scheduled to be completed by June 2009. A subsequent Supplies Contract was signed between Globe Corporation B.V. and the Ministry of Agriculture, Fisheries and Forestry in mid April 2009 for the Supply, Installation and After-sale Service of Equipment for the NCTE. |
